My dear O'Malley,

The Agreement for Receiving and Forward ing material for the Commission on Aeronautical Affairs has ao far been impossible to carry out. The forces of war, in the form of Japanese destroyers, and of nature in the form of a typhoon causing damage to the Railway, not to mention all the difficulties of a dreadfully congested harbour and dock, have made it quite impossible for us to do anything to help. Under the circumstances, although we have expenses of staff, I do not think it right to accept the Commission's £300 per month until we can be of real help. Hence the enclosed letter which please be kind enough to pass on to the right quarter.

Mr. Keswick is most emphatic that we must not take the Commission's money and be unable to do anything for it.
